There's absolutely NO PARKING in front of Frank's condo. You will be towed. You must park in nearby PARKING GARAGE.
If you live locally and are driving to the party, you can try to find metered parking on street, or you just park in:

There's amply parking at hotel parking lot, or adjacent parking garage. There's a pool for kids. It's recently remodeled. There's no better option. From the hotel it's an easy walk to the party. Don't delay it can book up, and last minute prices are higher.

Hawthorn Suites, Chelmsford (extended stay, accept dogs)
If you need to fly into Lowell, there's
Boston Logan (BOS) airport which has the best international and national connections; or
Manchester Airport in New Hampshire (MHT). Manchester doesn't have the Boston taxes for flying and car rentals, and is less hectic. It's serviced by SouthWest, a very good low fare airline, as well as others.
Both are about 35 miles away from Lowell. You'll probably want to rent a car from the airport.
If you're coming from out of town, and why wouldn't you, there's plenty to see and do in Lowell, and the surrounding area. Some ideas would include:

Tour the National Park Museum in Lowell that showcases the old mill days, and the dawn of the industrial revolution. Lowell still has picturesque red brick mills, cobblestone streets, and canals. The museum includes working mills and lot's of display material from days past. We heartedly recommend it.
The Revolving Museum always has something interesting.
The Quilt Museum
UMass Lowell Hockey, Hockey East.
Take a trip into Boston. There's a commuter train that leaves from Lowell station going directly to Boston's North Station/Fleet Center, where you have an easy walk to the Faneuil Hall/Quincey Market area, and the T subway system.
Boston Bruins, NHL hockey (2011 Stanley Cup champs).
Where Frank gets his Pints. Might be 6 pm open on Sundays.
